Workshop on the Civil Servants Discipline Law No. 14 of 1991 (as Amended)

 

The College of Pharmacy at the University of Basrah organized a workshop entitled: "An Overview of the Civil Servants and Public Sector Discipline Law No. 14 of 1991 (as Amended)", delivered by Asst. Prof. Dr. Muhammad Jabbar Kreidi.

The workshop addressed the principal provisions of this significant law, covering the following key themes:

01 Definition of persons covered by the law, along with employee duties and obligations
02 Administrative investigation procedures: committee formation, proceedings, recommendations, and decision issuance
03 Stipulated penalties and their impact on the allowances and promotions of sanctioned employees
04 Methods of appealing disciplinary decisions and available legal recourse mechanisms
05 The concept of suspension from duty — mandatory vs. discretionary types and conditions of application

Workshop Objectives

The workshop aimed to clarify employee rights and duties, as well as the legal safeguards afforded to employees referred for investigation, how to exercise the right of appeal against disciplinary decisions, and the proper legal procedures that management may take regarding employees in breach of their obligations.
