The project of investing the capacities of scholarship recipients has been included in the government program 2022-2025. This includes developing the work of the sub-academic committees in the universities through restructuring these committees to suit the current requirements of the project, which is considered the second phase of project implementation. Regarding this, the following was decided:
Restructuring the scholarship capacity investment committees (sub-academic committees) in Iraqi universities, provided that the number of members in each committee is between 5 and 10 members, according to the following criteria:
- Members are selected according to specific axes, with certain points calculated for each axis. Additional points are added for the personal interview, making 60% of the points for the form and 40% for the personal interview.
- The form below is to be circulated to all scholarship recipients in your universities:

- The names of the candidates are forwarded to the universities to select the best among them based on a personal interview managed by the Assistant President of the University for Scientific Affairs.
- Establishing a Scholarship Capacities Investment Unit in each university, linked either to the President of the University or the Scientific Assistant, according to the university's vision. The head of the scholarship capacity investment committee will serve as the head of the unit, chosen by the majority of the committee members.
- Letters of thanks and appreciation are to be directed by the respected President of the University to the members of the former academic committees in recognition of their exerted efforts.
